Our Mission
| What is Community Policing? |
Community Policing has been defined as a policing philosophy that combines the elements of partnerships, problem-solving and organizational change. Since 1999, we have worked with community members to better understand the needs of the neighborhoods. After we reach consensus, we work to set a policinga agenda that is lawful, appropriate and without bias.
Our goals are to partner with stakeholders from the community and the service sectors to carry out the problem-solving to which we have all agreed. That may look different for the various parts of the city. For example, in the downtown area we emphasize compliance with liquor control laws and ordinances to maintain a high quality of life. In the hill section, we tend to work with residents on noise issues. Throughout the city we are working to reduce drug activity and to keep roads and highways safe. These are the concerns residents continue to express.
With our move to community policing we have learned a great deal. In 2001, we were received recognition from the International Association of Chiefs of Police in the way of the Community Policing Award. And though we have had some successes, we still have much work to complete.

Officer Justin Couture received the 2004 Chief’s Award for his dedication and commitment to community policing in Burlington's Old North End. He is a creative problem-solver, having worked on a variety of initiatives that resulted in arrests and resolution of ongoing problems in the Old North End. Justin joined the department in 2001 after a successful beginning with the St. Albans Police Department. Justin served in the Air Force and spent time throughout the United States and in South Korea. He is an accomplished musician, having belonged to two bands and releasing his own CDs. He spends most of his off duty time with his family and friends and is active in his Church
